That public meeting to discuss the Hillsborough County Growth Plan is tonight, and once again the Tribune is begging commissioners to have a serious debate on the proposals, what they mean, and your county’s future.
We’ll see what happens.

Chris W. heard correctly. Things got muddied with “should” and “shall”. Two possibilites:
1) Careless and imprecise use of language
2) Deliberate modifications of stated intent.
One always wonders.
