According to Forbes.com, Tampa ranks 4th most expensive for transportation:

Annual delay per traveler: 46 hours
The Tampa Bay metro area is large and decentralized, and despite the city’s expanding rail system, congestion tacks 33% more time on to the average commuter’s drive to work. That in turn translates to more money on gas.
Just getting around eats up more than a fifth of your paycheck in Houston, Cleveland, Detroit, Tampa, Fla., Kansas City, Mo., and Cincinnati The study looked at annual transit costs such as gas and tolls, and public transit fare, as well as money spent on car payments and maintenance.

I think the survey forgot about car insurance. My insurance is only 25% of what it was in upstate NY.
