Weeks in fact according to this article in the times eckerd college had a good program and it references the old tampa program that used impounded bicycles from the city impound lot. http://www.sptimes.com/2004/03/27/Southpinellas/Eckerd_s_plan__A_free.shtml this is a clone of a successful program in other cities like austin and several cities in europe.
