Amber Alert CANCELLED - Deland, Lake County, FL - Angela Ragins, James Ragins
UPDATE 1pm: ALERT CANCELED A passer-by spotted Angela and James Ragins in Volusia County Wednesday just before noon after they were reported missing, investigators said.
The children were found with James Ragins, 36, police said. Ragins was taken into custody without incident.
